• India was one of the first countries to ratify the CRPD, becoming a party to the Convention in 2007. The key challenges to the operationalization of inclusive education systems include the divided ministerial mandate for the education of children with disabilities as well as the lack of teacher capacity. The rights of persons with disabilities and the implementation of the Convention is under the purview of the Ministry of Social Justice and Empowerment, while education in general is the responsibility of the Ministry of Human Resource Development. Furthermore, disability is a cross-cutting human rights and development issue and therefore, a multitude of legislative and programmatic mechanisms across different ministries are directly relevant to the realization of these rights. Therefore, the UNPRPD Project in India aimed to address diffused responsibility among different government agencies with a need for greater coordination; and lack of adequate capacity among rights implementers.
